debt. While this amount is significantly less than the amount outstanding on student
loans guaranteed by the federal government, the private student loan (?PSL?) product
is an important component of higher education finance and does not appear to be well
understood by the public.

In this Report, the Consumer Financial Protection Bureau and the US Department of
Education seek to highlight key attributes of the private student loan marketplace, as

(AP) ? Hundreds of friends and colleagues gathered Sunday for a memorial celebration for Armando Montano, a news intern for The Associated Press who died at age 22 in Mexico City.

The service was held at Colorado College, where Montano's parents, Diane Alters and Mario Montano, both teach. It was by turns tearful and full of laughter as those gathered recounted how Montano ? who was known as "Mando"? had great passion for journalism, family, friends and life.

"If you are a journalist, take Mando's legacy and tell the stories he would have," said Aaron Edwards, a friend who, like Montano, served as a Chips Quinn Scholar with the Freedom Forum for Diversity in 2011.

Among the tributes Sunday were those from Montano's colleagues in Colorado, Mexico and elsewhere around the world. In honor of his life, the song "Gracias a la Vida" by the late Argentine artist Mercedes Sosa was performed, as well as a video and a slide show montage compiled by his friends and family.

"We gather to celebrate a life richly lived," Chaplin Bruce Coriell said.

Montano's body was found June 30 in the elevator shaft of an apartment building near his home in Mexico City's Condesa neighborhood. The circumstances of his death are still being investigated by Mexican authorities.

He was not on assignment at the time of his death.

Montano arrived in Mexico City in early June after graduating from Grinnell College with a bachelor's degree in Spanish and a concentration in Latin American studies.

In Mexico, Montano profiled the saga of nine African elephants orphaned by poachers who found refuge at a Mexican animal reserve. He captured the flurry of excitement surrounding a Mexico City concert by Justin Bieber that drew an estimated 200,000 fans. And he helped cover the fatal shootings of three federal policemen at the Mexico City airport.

He had planned to attend a master's degree program in journalism at the University of Barcelona in the fall.

Montano covered January's Iowa presidential caucuses as a news intern for The New York Times. In 2010, he covered policy and finance for The Chronicle of Higher Education in Washington, D.C. He was a multimedia and reporting intern at The Colorado Independent, an online news service, and a reporting and investigative intern at The Seattle Times.

At the Scarlet & Black, Grinnell College's student newspaper, he worked as an editor and writer.

Montano received an Ellen Masin Persina Scholarship from the National Press Club in 2008. He was a Newhouse Scholar with the National Association of Hispanic Journalists in 2008 and a Chips Quinn Scholar from the Freedom Forum for Diversity in 2011. He belonged to the National Association of Hispanic Journalists and the National Lesbian and Gay Journalists Association.

Two scholarships have been set up in honor of Montano:

Nokia 808 PureView camera vs. Samsung Galaxy S3 vs. iPhone 4S (pictures)

Nokia 808 PureView

I shot this delicious cranberry muffin using the 5-megapixel lens and zoomed in to see very fine detail.

(Credit: Jessica Dolcourt/CNET)

The Nokia 808 PureView's fame comes down to its camera, which can capture up to 41 megapixels of digital information and output incredibly detailed images at 5, 8, and yes, even 41 megapixels if that's what you really want.

The secret to the camera's performance is the extra-large sensor, which is physically much larger than usual 5-megapixel and 8-megapixel sensors (see the difference here.) Still, the camera's software has to render the image correctly as well.

I added my own shootout to CNET Asia's excellent photo test, to see how well the camera performed in a variety of settings against the iPhone 4S and the Samsung Galaxy S3, two of the best camera phones on the market (the HTC One X also has a cracking-good shooter as well.)

Why didn't I use the One X too, then? I prefer the GS3's camera (see this shootout to see why), and wanted to use three phones to make the photos easier to compare on your computer or mobile screen.

This is also the part where I explain my methodology. The 808 PureView has some really wonderful settings that you can customize and apply for taking those artistic shots, like its celebrated 5-megapixel PureView mode with the highly detailed zoom. There are also presets for certain situations, like landscape mode (which evens out the foreground and background), lighting scenarios, and various scenes.

However, I took the majority of photos using the PureView's automatic mode, not the PureView mode. Photos usually look their best when you take the time to adjust the settings, but I wanted to see how well the camera performed without the careful setup that's a luxury you can't always afford when it comes to capturing the moment. Some photos are extreme close-ups to take a look at the camera's performance on a micro scale and some are full frames resized, which is how you'd be most likely to use them in a photo album or in a Facebook upload.

This downtown San Francisco statue looked pretty good on all cameras, but had a cooler tone on the Nokia 808 PureView. The background appears blurrier in automatic mode because of the PureView's 8mm focal length, which focuses on the central image and de-emphasizes the rest of the shot for an often-desired blur effect. Like all pictures in this shootout, these images have been cropped and/or resized, but are otherwise untouched.

Same statue, same auto settings, but this time you're looking at each phone's respective pixels, with each camera focused on this portion of the statue's snout. This is where the 808 PureView's oversampled information kicks in, since it offers the most detail of the three.

This time, I played around with the ISO settings for the PureView and the Galaxy S3 (the iPhone 4S settings don't go this granular.) I set each to 100, which was far too dark for the PureView. The GS3 was the brightest of the bunch, and my favorite shot overall. If I did it again, I'd increase the PureView's ISO setting for this atmospheric scene.

For this photo, I cropped and resized the image to fit this post. The GS3 came out the darkest of the trio, but also did the best job capturing text. Of the three, I prefer the PureView's color reproduction.

Similar to the tomato sign above, I took an expanded view of San Francisco's City Hall, then cropped at the area of focus. These images have not been resized. The 808 PureView produced the sharpest image with the most detail, but you'll note that it includes more information than the other two, which makes it appear as if it's zoomed out.

Here's the original image I snapped of City Hall from across a busy street. I resized the original 3,072x1,720-pixel image to 610x349 pixels to fit this article.

I took this shot specifically to demonstrate the bokeh effect of an in-focus subject and blurry everything-else that Nokia boasts is easier to achieve with its 8mm focal length. The technique requires no special settings or filters to create -- you pretty much just identify your subject (the largest lemon on the left, in my case,) point, and shoot. You can get even closer to your subject than I did for a more pronounced effect.

While the 808 PureView did achieve the best bokeh of the three, the color is noticeably greener than the GS3's and iPhone 4S' shots. The iPhone 4S has the truest color of the three, and the GS3 keeps more of the photo in focus, which some photographers in some circumstances may prefer.

Here's another screen capture of pixels at their most real. I cropped a much larger image to get this view of the planter, but there's no resizing involved. This clearly isn't the Galaxy S3's best work. While the image looks pretty good resized, this more scrutinized view reveals indistinct leaves and rust patterns. The iPhone 4S reproduces the leaves the best, and the 808 PureView nails it on the texture and the subtle play of light on the rusted planter.

All three smartphone cameras focused on the textured painted wall behind this kid and his tough-guy temporary tattoos (his pose, not mine.) The 808 PureView contains the most detail on the wall, but less on the kid's face. His skin tone is also the most vibrant here. The GS3 and iPhone 4S focus best on the boy's shirt details and hair.

Here's another shot that pulls our the pixels as they are, without resizing. The Samsung Galaxy S3 once again looks great resized, but falls to the iPhone 4S and the PureView on the extreme close-up. The PureView shows the most detail in the wall dent at the right of the screen, but the iPhone 4S has more uniformly sharp strands of the yellow rope.

All three took excellent shots of this downtown city skyline, though there are a few subtle differences. For instance, the short black and green building on the right of the frame looks best on the iPhone 4S. Still, the differences are minor enough in this resized view that I'll call it a draw.

One of the darkest spots in the CBS Interactive building is what I affectionately refer to as the "GameSpot Dungeon." You'll find all sorts of weird things there, like this this abandoned box near a video set. I took the photo in automatic modes of the iPhone 4S, but snapped it at every ISO level on the 808 PureView, and took this at ISO 800 on the GS3 (the image was totally black when I took it using the GS3's automatic mode.) The gnome and friends looked the brightest, but least blown out at ISO 800 (above); however, the GS3 snapped the sharpest image.

Conclusion

One of the things I love most about photo shoot-outs is that the conclusions always contain one surprise or another, especially when all the cameras in question are of a similarly high caliber. The Nokia 808 PureView is capable of taking some incredible photos using its more "creative" PureView settings, and it can also take some terrific shots with the automatic settings as well. However, the 808 PureView still has competition in the iPhone 4S and the Samsung Galaxy S3 camera phones. With the PureView's terrific lens and clever tricks, I'm looking forward to seeing more of the technology in Nokia's future smartphones.

NATO: 6 killed in Afghanistan blast were US troops

KABUL, Afghanistan? An insurgent bomb killed six American soldiers in eastern Afghanistan, part of a surge of violence that has dealt a stark reminder that war is still raging as NATO plots an exit strategy for the end of 2014.

Violence raged across the country Monday, including grisly attacks by multiple suicide bombers, a day after donor nations meeting in Tokyo to pledge $16 billion in aid.

President Hamid Karzai and his top ministers said the pledges exceeded their expectations and sent a strong signal that the international community will not abandon Afghanistan even though foreign troops have started to leave.

It also sent a message to Karzai's adversaries in the Taliban and elsewhere, who are hoping his support will weaken once the foreign combat troops leave or move into support roles in 2 1/2 years.

Sunday was a particularly deadly day in Afghanistan. Roadside bombs and militant attacks killed seven American soldiers, 19 Afghan civilians and seven Afghan policemen.

Violence erupted again on Monday as militants launched suicide attacks on two police headquarters and carried out other assaults that left 20 people dead?three policemen, an Afghan prosecutor, two children and 14 attackers, according to officials. At least 60 other people were wounded.

German Brig. Gen. Gunter Katz, a spokesman for the U.S.-led coalition, said the six Americans were killed Sunday when their armored vehicle struck a bomb in eastern Afghanistan. He said a seventh American soldier was killed in a separate insurgent attack Sunday in the south.

Taliban spokesman Zabiullah Mujahid claimed responsibility for that attack in Wardak province, just south of Kabul. Coalition and Afghan forces are trying to secure areas of Wardak that insurgents use as gateway into the Afghan capital, where they have staged high-profile attacks on Afghan government and NATO targets.

Monday's violence began when gunmen assassinated a chief prosecutor in eastern Ghazni province as he drove to work. Mohammad Ali Ahmadi, the deputy provincial governor, said Sahar Gul was shot twice.

Later in the day, three suicide bombers riding in a three-wheeled vehicle blew themselves up in Kandahar city, said Kandahar provincial spokesman Ahmad Jawed Faisal.

Then nearly a dozen other suicide attackers tried to storm the police headquarters in Kandahar, but they failed to enter the compound, Faisal said. The incident was still being investigated, but Faisal said authorities suspect that the three attackers in the vehicle, a form of miniature pickup known as a Zaranj, were headed toward police headquarters when their explosives detonated prematurely.

Three policemen and two children were killed in the attack. Another 18 police and 12 civilians were wounded.

"I'm not happy to sit here and announce such bad news, but we are facing an enemy that doesn't have a heart, so we have to be strong," Kandahar provincial Gov. Tooryalai Wesa told reporters at a news conference. "They don't care about the innocent people. They just want to scare the people."

A total of 14 suicide attackers, who fired at police for about two hours from several directions, blew themselves up or were shot and killed by police, Kandahar officials said.

Militants also attacked a police headquarters building in Shibirghan, the capital of Jawzjan province in the relatively peaceful north.

Provincial governor Mohammad Aleem Saaie said a suicide bomber on a bicycle blew himself up near the headquarters. No one died, but he said 26 people were wounded, including two policemen, a doctor and a prosecutor.

"This was another attack against innocent civilians," said Gen. Abdul Aziz Ghairat, the provincial police chief. "The majority of the wounded people are civilians."

Attackers have picked up the pace during the summer months, planting improvised explosive devices, or IEDs, along roads or footpaths. But during the past year, U.S. troops found and avoided more homemade bombs than a year ago because of improvements in training, equipment and intelligence, the U.S. military said.

In the first three months of this year, 5 percent of the bombs planted across Afghanistan hit their mark, according to the Pentagon's Joint IED Defeat Organization. That's down from 10 to 12 percent over the same three-month period a year ago.

So far this year, 231 U.S. and other NATO forces have been killed in Afghanistan. That compares with 271 in the first six months of last year.

FDI into South Africa soars

FDI into South Africa soars

Pretoria, July 9 (IANS) South Africa led the sub-region as foreign direct investment (FDI) inflows into sub-Saharan Africa jumped by 25 percent in 2011, according to the 2012 World Investment Report by the UN Conference on Trade and Development (Unctad).

The report, released in Geneva last week, shows that FDI inflows to sub-Saharan Africa soared from $29.5 billion in 2010 to $36.9 billion in 2011, a level comparable to the peak of $37.3 billion achieved in 2008, prior to the onset of the global financial crisis.
FDI to South Africa rebounded from $1.23 billion in 2010 to $5.81 billion, making South Africa the second-biggest FDI destination on the continent in 2011 after Nigeria, which received $8.92-billion in FDI.
Ghana ($3.22 billion), Congo ($2.93 billion), and Algeria ($2.57-billion) completed the top five African FDI destinations by Unctad?s reckoning, underscoring the dominance of oil- or gas-producing countries ? South Africa being the sole exception.
Another significant African oil producer, Angola, also received major investment inflows, according to Unctad, ?but divestment and repatriated profits by transnational corporations rendered net inflows negative?.
Continuing rises in commodity prices and a relatively positive economic outlook for sub-Saharan Africa were among the factors contributing to the turnaround, the annual survey found.
For Africa as a whole, total FDI inflows declined.
However, this was due to a drop in FDI to North Africa, with inflows to traditional strong performers Egypt and Libya coming to a halt as result of protracted political and social instability in those countries.
Improved investor perceptions
Overall, the continent?s FDI prospects for 2012 were promising, Unctad said, ?as strong economic growth, ongoing economic reforms and high commodity prices have improved investor perceptions of the continent.
?Unctad?s figures show that South Africa?s FDI inflows for 2011 accounted for 13.6 percent of Africa?s total, while amounting to 31.8 percent of the country?s gross domestic product (GDP) in 2011 ? up from 9.9 percent in 1995.
Jorge Maia, research head at South Africa?s Industrial Development Corporation, who presented Unctad?s report locally, said the country?s investment policy regime was ?quite liberal compared to other countries?.
?South Africa is not only rich in natural resources, it also has very good infrastructure relative to its peers and very good technical skills,? Business Day quoted Maia as saying.
Leon Myburgh, sub-Saharan Africa strategist at Citigroup, told Business Day that Africa was outperforming most developed markets and some emerging markets as well.
?Given its relatively low state of development, there are huge opportunities for investment across the continent, either for new business or infrastructure,? Myburgh told Business Day.
?These are being exploited and will continue to be exploited in coming years,? he added.

Researchers find new target deep within cancer cells

Monday, July 9, 2012

Investigators reporting in the July issue of the Cell Press journal Cancer Cell have found that blocking a fundamental process deep within cancer cells can selectively kill them and spare normal cells.

For more than a century, clinicians have known that abnormalities of the nucleolus?a small, rounded mass within the cell nucleus?can be diagnostic for cancer. The nucleolus is where certain genes are read to form the components of ribosomes, the cellular machines that make proteins. While abnormalities in the nucleolus are known to be diagnostic for cancer, researchers have wondered whether they are required for cells to become malignant.

Now investigators have provided definitive evidence that accelerated reading of ribosomal genes is responsible for causing abnormal nucleoli and is necessary for the survival of cancer cells. They also show that blocking this accelerated reading in mice can set off a cascade of events that cause lymphoma and leukemia cells to die while sparing normal cells.

"The work in this study demonstrates that cancer cells are far more dependent on their ability to make ribosomes than normal cells. Critically, we demonstrate that selective inhibition of the enzyme, RNA polymerase I, that's responsible for synthesizing the major ribosomal components can be used to selectively kill cancer cells while leaving normal cells untouched," says senior author Dr. Ross Hannan, of the Peter MacCallum Cancer Centre in Australia. Previously, it was assumed that the ability to make ribosomes would be equally important to normal and cancer cells.

The findings suggest that selective inhibitors of RNA polymerase I may be effective therapeutics for the treatment of human cancers. Based on the findings in this study, investigators will study one such inhibitor, Cylene Pharmaceuticals' CX-5461, in clinical trials at the Peter MacCallum Cancer Centre later this year.

Behind the threat: FBI Internet server shutdown

Despite repeated alerts, tens of thousands of Americans may lose their Internet service Monday unless they do a quick check of their computers for malware that could have taken over their machines more than a year ago. Norton's Internet Security 2012 software for computer security on display at Best Buy in Mountain View, Calif., Friday, July 6, 2012. Despite repeated alerts, tens of thousands of Americans may lose their Internet service Monday unless they do a quick check of their computers for malware that could have taken over their machines more than a year ago. The warnings about the Internet problem have been splashed across Facebook and Google. Internet service providers have sent notices, and the FBI set up a special website. (AP Photo/Paul Sakuma)

NEW YORK (AP) ? On Monday, the FBI turned off servers that had allowed thousands of malware-stricken computers to continue using the Internet. The personal computers ? both Windows PCs and Macs ? are corrupted by a virus known as DNSChanger. Without the servers, the machines wouldn't know how to locate websites and send email.

Q. What happened?

A. Years ago, scammers managed to trick millions of people into installing the DNSChanger software, which changed certain computer settings. With the change, your computer went to a rogue server rather than a legitimate one at your company or Internet service provider. From there, the scammers were able to send you to websites containing rogue ads from which they profited.

Q. How were the servers supposed to function?

A. Databases known as domain name servers translate Internet addresses such as "ap.org" into a series of numbers your computer needs to locate other Internet-connected machines. Think of it as the Internet's version of directory assistance for telephone numbers. If you need the number for Acme's Flowers, you call "411" to ask for it.

Q. How did the scam work?

A. In the simplest terms, think of it as "411" calls that were rerouted to a directory-assistance service operated by the scammers. You call it to ask for Acme's Flowers, but the service gives you the number for a flower shop run by the mob. The shop still fulfills the order, so you don't suspect anything, but it might use stolen flowers and baskets.

According to federal authorities, there were variations on how the scammers profited.

In some cases, only the ads were changed. For example, authorities say, people who went to ESPN's website saw an ad for a timeshare business rather than the Dr. Pepper ad that was supposed to be there. In such cases, those people were still going to ESPN's website. Normally, your computer would grab the ad displayed on ESPN from a separate, legitimate ad-placement company. Authorities say the affected computers were tricked into grabbing the scammers' ad instead.

In other cases, authorities say, people searching through Google or Yahoo were sent to a fake search engine. They got search results that looked like Google's or Yahoo's but contained links to unauthorized sites. For example, people trying to reach the IRS site instead got H&R Block's, without the tax preparer's knowledge. Authorities say scammers got payments for referrals.

The FBI said the scam netted at least $14 million.

Q. If this has been going on for years, why did it become a problem Monday?

A. Authorities busted the ring in November and arrested six suspects. The rogue databases were replaced with legitimate ones, but they were always meant to be temporary and did nothing to change the settings on individual computers. In other words, the troubled computers were still looking for databases at the rogue locations, but legitimate databases were set up at those rogue locations.

Those databases were turned off Monday with the expiration of a court order, so infected computers are now looking for databases that don't exist. Without the information, computers don't know where to find websites.

Continuing the phone analogy, the "411" calls during the transition period didn't go to the usual directory-assistance service but one operated on behalf of the FBI. You'd get the correct Acme's Flowers, not the mob operation. Since the temporary service shut down Monday, "411" calls essentially go to a disconnected line.

Q. Are the infected computers now offline?

A. Not really. If your computer is corrupted, you can still reach websites if you know their numeric Internet address. But chances are, you don't. So you are effectively offline. Imagine if all your contacts in your cellphone got wiped out. How many people would you be able to call?

In addition, some service providers are redirecting traffic on the back end so that they still reach legitimate databases.

Q. How many computers are affected?

A. At the time of the arrests in November, the FBI said about 4 million computers had the rogue settings, including about 500,000 in the U.S. Some were home computers, while others were on employees' desks at major businesses and government agencies, including NASA. Many of the computers had been fixed since then, with the settings restored to reach normal, permanent databases. As of late Sunday, just before the temporary databases were turned off, the FBI believes about 211,000 were still affected worldwide, including 41,800 in the U.S.

Q. What has been done to fix the computers infected with DNSChanger?

A. For months, the FBI and private companies have been sending general warnings about the deadline. Some Internet service providers and the social-networking service Facebook Inc. also have been directly notifying people they believe still have infected computers. Some Facebook users, for instance, got a message on their screen warning them that access to websites, emails and chat would end Monday if they didn't correct the problem. They were given a website with more information on detecting and fixing the problem.

Nonetheless, many computers remained infected. Many users didn't understand what was going on, let alone how to fix the problem. And some thought the warnings themselves were scams, or at least an effort by the government to spy on them.

Q. What happens if my computer is still infected?

A. Several security companies have free tools to scan your computer and remove this and other threats. Chances are if you are reading this on the Internet after Monday, your computer is OK. You can go to http://www.dns-ok.us to make sure. Even if your computer is clean, it's a good idea to have it scanned regularly or install security software that does it automatically on a regular basis. More details on fixing your computer can be found here: http://www.dcwg.org/fix .

(AP) ? The U.S. designation Saturday of Afghanistan as its newest "major non-NATO ally" amounts to a political statement of support for the country's long-term stability and solidifies close defense cooperation after American combat troops withdraw in 2014.

"We see this as a powerful commitment to Afghanistan's future," U.S. Secretary of State Hillary Rodham Clinton said at a news conference during a brief stop in the Afghan capital. "We are not even imagining abandoning Afghanistan," she said in the grand courtyard of the presidential palace after talks with President Hamid Karzai.

From Kabul, she and Karzai headed separately to Japan for an international conference on Afghan civilian assistance. Donors planned to pledge $16 billion over four years, with the U.S. share not immediately clear, according to a U.S. diplomatic official speaking on condition of anonymity ahead of the official announcement Sunday.

The non-NATO ally declaration allows for streamlined defense cooperation, including expedited purchasing ability of American equipment and easier export control regulations. Afghanistan's military, heavily dependent on American and foreign assistance, already enjoys many of these benefits. The non-NATO ally status guarantees it will continue to do so.

Afghanistan is the 15th such country to receive the designation. Others include Australia, Egypt, Israel and Japan. Afghanistan's neighbor Pakistan was the last nation to gain the status, in 2004.

Clinton insisted that progress was coming incrementally but consistently to Afghanistan after decades of conflict. "The security situation is more stable," she said. Afghan forces "are improving their capacity."

At the news conference, Karzai thanked the U.S. for its continued support.

Clinton repeated the tenets of America's "fight, talk, build" strategy for Afghanistan: defeat extremists, and win over Taliban militants and others willing to renounce violence and help in the long reconstruction of Afghanistan.

Fighting still rages as Afghan and U.S.-led coalition forces battle insurgents, mostly in the eastern part of the country. Although casualties have fallen among foreign forces as the United States and other nations begin a gradual withdrawal, 215 coalition soldiers were killed in the first six months of the year, compared with 271 in the same period last year.

Reconciliation efforts haven't gained steam. Still, Clinton said she was pleased to be meeting the foreign ministers of Afghanistan and Pakistan together at the conference in Tokyo. That three-way relationship is seen as critical to stabilizing Afghanistan.

Clinton, who flew to Kabul after attending a 100-nation meeting on Syria in Paris, stressed the importance of the pledges for civilian aid. Afghanistan's cash-strapped government depends heavily on foreign assistance, and any significant drop-off in that help after 2014 could set back the country's development.

Asked about the corruption that has plagued the Afghan government, Clinton said the U.S. was working hard with Afghan authorities to eliminate fraud, mismanagement and abuse. She said the meeting in Tokyo would include accountability measures to ensure that money sent to Afghanistan benefits the Afghan people.

"This is an issue the government and the people of Afghanistan want action on, and we want to ensure they are successful," Clinton said.

Nations that once gave more generously to Afghanistan are now seeking guarantees that their taxpayer money will not be lost to corruption and mismanagement.

International donors say that many promises to crack down on corruption have not been carried out. Some highly placed Afghan officials have been investigated for corruption but seldom prosecuted, and some graft investigations have come close to the president himself.

In Tokyo, representatives from some 70 countries and organizations planned to establish accountability guidelines to ensure that Afghanistan does more to improve governance and finance management, and to safeguard the democratic process, rule of law and human rights, especially those of women.

On the major non-NATO ally designation, Clinton said Afghanistan would have access to U.S. defense supplies and training and cooperation.

"This is the kind of relationship that we think will be especially beneficial as we plan for the transition," she said. "It will help the Afghan military expand its capacity and have a broader relationship with the United States."

Designating Afghanistan as a major non-NATO ally was part of a Strategic Partnership Agreement signed by Presidents Barack Obama and Karzai in Kabul at the beginning of May.

On Wednesday, the U.S. ambassador to Afghanistan, Ryan Crocker, and the country's foreign minister announced that the two countries had completed their internal processes to ratify the agreement, which has now gone into force.

Tweet This Olathe, KS ( ideamarketers ) July 6, 2012 - Kansas City based stamped concrete contractors are telling customers that concrete surfaces have now become an all new choice for those who're looking for stylish floor options.
"The average cost of laying stamped concrete patio ranges anywhere from $8 to $12/square feet. This is indeed affordable when compared to the cost of natural stone. But they're not the only reason why people prefer them- they're versatile and can be made to represent any style including cobblestoned patios, natural floorings, pavers, and even bricks," says a spokesperson for Artistic Concrete Surfaces.
Besides stamped concrete, acid staining is also a popular choice, especially in hospitals, offices and other places of heavy traffic. The scope of such projects can range from residential houses to even full scale contracts for commercial establishments. "All that they have to do is to apply a re-sealer on the stain concrete every few years and they're all set," adds the spokesperson. Concrete sealing is also something that the Kansas City based company specializes in.
While some prefer to acid stain their concrete, others prefer to polish it well. In fact, polished concrete surfaces are very popular. "Among the flooring options offered by us one can find broadcast epoxy coating, hiper floor system, certishine floor system, decorative concrete polish, and even floor preparation for concrete polishing," adds the spokesperson. The founders Don and Mike have more than 20 years of experience between them and are aware of the needs of their clients.
Artistic Concrete Surfaces have won several accolades for their work, including the 2010 ACI Commercial Job of the Year for their project at Sheraton Hotel, Kansas City and the 2008 residential Concrete Job of the Year. The Company is also a licensed finisher by the Midwest Concrete Industry Board, received A + accreditations for their work since 2006 and recognized by the Angie's List site. They're also certified installers of the Blegard paver system. The company's clients include restaurants, nightclubs, hotels, malls, schools, airport buildings etc.
